Project Overview
The South Island Prosperity Partnership (SIPP) and the City of Victoria are seeking submissions
from qualified proponents to assist in developing a competitive positioning profile and
conducting complementary market research for the newly established Industry, Arts &
Innovation District (IAI District) within the City of Victoria. The competitive position profile will
help define the unique benefits and opportunities of the IAI District and position within strategies
to attract target industries, talent, capital, and enterprise.
The IAI District is a 51-hectare employment-focused area located adjacent to the north end of
Downtown and the Rock Bay waterfront. As the June 2025 plan details, the IAI District is
envisioned as a hub for innovation, industrial activity, creative production, manufacturing,
entrepreneurship, marine economy activity, and Indigenous economic prosperity.
